Imagine if the crane was replaced with Charlotte herself, giving it the appearance that Charlotte is going to eat Stepney.
It would be both funny and horrifying if Sir Topham Hatt himself stepped in just as Charlotte is about to eat Stepney, calmly saying: "Stop right there, Charlotte. Stepney is a really useful engine. He is not to be eaten.", before turning to Stepney and explains to him: "I've brought Charlotte here to help dispose of engines who are no longer useful. Rather than cutting them up, she simply eats them. It's much more efficient.", horrifying Stepney.
The realization that Topham has been feeding old engines to a Witch would completely shatter his trust in him. He might even start questioning everything about the railway, wondering if he was ever truly safe.
